Policy enforcement is also fully automated, and appeals against a suspension or ad-serving limit can take weeks with no direct human contact in the meantime. That combination makes AdSense the right starting point for any site below a managed network's minimum, and a sensible baseline to compare a bigger network against afterward, but not something worth staying on once a site has the traffic to qualify for something else.
